The history of the ISP foundation has its own prehistory and originates from the accident on April 26, 1986 at the Unit 4 of the Chornobyl nuclear power plant, resulted the completely destruction of reactor core installation, all safety barriers and released into the environment a huge amount of radioactive substances.
The singularity and complexity of the technical problems associated with the liquidation the both an accident directly and elimination of its consequences, determined for their solving an involvement of the best scientific and engineering efforts. Scientific and technical support for activities on the destroyed power unit 4 of Chornobyl nuclear power plant was started in 1986, simultaneously with the design and construction of “Ukryttia” object. First there were the study groups of scientists from the Kurchatov Institute of Atomic Energy, which with the assistance of several other scientific institutions of the Soviet Union and the Ukrainian Republic performed preliminary and current investigating activities into the destroyed unit at the created specially Building Office VUS-605 “Minseredmash USSR”.
At the end of 1987 for the purpose of support the scientific exploitation of “Ukryttia” object the Kurchatov Complex Expedition of the Institute of Atomic Energy was organized, that had the status of a branch of IAE and was functioning until May 1992. Its staff consists of temporary research groups of various scientific organizations of the Ministry of Medium Machine Building USSR. Scientific leadership of expedition carried out by academicians E.P. Velikhov, V.A. Legasov, S.T. Belyaev, and as a head of the expedition administered V.N. Kambulov, who later was succeeded by A.M. Pasichnykov.
After Ukraine gained independence, in accordance with the Decree of Cabinet of Ministers of Ukraine № 55, dated February 4, 1992 all material, laboratory and scientific base were transferred to the Interagency Scientific and Technical Center «Ukryttia” (ISTC) of the National Academy of Sciences of Ukraine. The first head of the ISTC was appointed professor V.S. Karasev, who was succeeded by professor Tokarevskiy V.V. and since 1996 - academician Klyuchnykov A.A. In 2004 ISTC “Ukryttia” transformed into the Institute for Safety Problems of the National Academy of Sciences of Ukraine.
